If this is true, this is a really bad thing for global immunization efforts. There's already a butt-load of paranoia about vaccines internationally, and this could be an incredibly troublesome development. Even if the vaccines used in Pakistan were legitimate (and it appears, debatably, that they were not), if they were administered for any purpose aside from immunization it's going to badly erode trust developing countries may have in Western efforts to eradicate disease.
